Bi-State Regional Commission

Denise Bulat is the Bi-State Regional Commission Executive Director. Denise was born and raised in Muscatine.  She is married to Carl Bulat, who is a Physical Education teacher for the Pleasant Valley Schools.  They have two daughters.  Kelsey in a food stylist working for Meredith Corporation in Des Moines.  Corinne is a nanny in Des Moines. Denise enjoys running, hiking, biking and travel.  She and Carl spend time each summer pursuing those interests in Colorado.
She serves on the Boards of Directors for Red Cross, United Way, the Women's Leadership Conference, the Quad Cities Food Hub, and Quad Cities Health Initiative.  She is Chair of the Property Committee for the Girl Scouts. Denise earned a BS degree in Ecology from Iowa State University, a Masters degree in Environmental Engineering from the University of Iowa and a Masters degree in Public Administration for Northern Illinois University. She started her career with Bi-State as an Intern in 1984.  She also served in the positions of Planner and Program Director before becoming Executive Director in 2001.  Bi-State Regional Commission has its offices in Rock Island.  The Commission has served its area in Illinois and Iowa for fifty years.
Some of the Commission's notable activities have been an Air Quality Task Force, a Riverfront Council to coordinate development, and assistance with the development of 125 miles of trails in the area.  The Mississippi River is the most notable natural asset in the area.  It serves as a focus for many of the development activities worked on by Bi-State and its members.​
