The Navigation and Ecosystem Sustainability Program is a $3.9 billion, 25 year program that will improve the navigation and efficiency and restore the ecosystem on the Mississippi and Illinois Rivers.Ã'  The program was authorized forÃ' construction last year in the Water Resource Development Act of 2007.

Michael Tarpey is an engineer with the US Army Corps of Engineers.Ã'  He has worked on numerous environmental restoration and navigation projects during his twelve year career.Ã'  He is currently the Assistant Regional Program Manager for the Navigation and Ecosystem Sustainability Program. He has a Bachelor of Science degree inÃ' Civil Engineering and a Master of Science degree in Civil engineering from the University of Illinois.Ã'  Michael and his wife, Emmie, live in Moline with their five children.
