Gary Carter is the Senior Vice President of Community and Economic Development for DavenportOne.  His responsibilities include, but are not limited to, downtown revitalization and overseeing the self-taxing community improvement district, implementing the downtown facade grant program, managing downtown events, market and manage the city of Davenport's industrial park, and manage three separate public-private governance boards. 

Gary graduated from the University of Missouri-Kansas in 1995 with a B.A. in Economics and in 1998 with a M.A. in Economics.  He has worked for the city of Kansas City, Missouri as a Financial Analyst and for the Economic Development Corporation of Kansas City as a Senior Economist, and Executive Director, Tax Increment Financing Commission. 

Gary has over ten years of professional experience in economic development with expertise in: national business recruitment; local business retention; community marketing; development finance; economic research and analysis; strategic and organizational planning; program and policy analysis; legislative initiatives; community redevelopment; and community cost-benefit analysis.
